New Excursions: "Meet the Maritime Players
Starting in 2007, the Research School will launch a new series of excursions called "Meet the Maritime Players" within Hamburg, a city world renowned as one of the great maritime centres with a multitude of maritime institutions (scientific institutes, administrative bodies, trade associations, environmental organisations, etc.). These excursions shall take place once a month in the afternoon to inform the Scholars and Associates of the different maritime institutions, their roles, aims and actual emphasis of activity.

Seminary "Enforcement of Public International and European Law in Maritime Affairs"
Im Sommersemester 2007 werden Prof. Dr. Lagoni und Prof. Dr. Ehlers ein Seminar "Durchsetzung von Völker- und Europarecht in maritimen Angelegenheiten" anbieten. Im Rahmen dieses Seminars ist eine Exkursion zur European Maritime Safety Agency (EMSA) nach Lissabon geplant. Am Donnerstag, den 15. Februar 2007, von 16.00 bis 17.00 Uhr, findet eine Vorbesprechung und Themenvergabe im Kleinen Sitzungssaal des Bundesamt für Seeschifffahrt und Hydrographie (BSH), Bernhard-Nocht-Str. 78 statt.

Offizielle Stellungnahme zum Grünbuch für eine EU-Meerespolitik
Die Teilnehmer des Seminars "Law of the Sea and Maritime Policy of the EC" werden für die EU-Kommission eine Stellungnahme formulieren, in der die durch die Seminarreise erlangten Erkenntnisse eine wichtige Rolle spielen sollen. Unter anderem wollen sich die Studenten dafür einsetzen, dass der holistische Ansatz des Grünbuches weitergeführt und eine größere Akzeptanz innerhalb der Europäischen Institutionen durchgesetzt wird. Zudem werden die Inhalte des Grünbuches auf Basis der geführten Diskussionen in den nächsten Wochen nochmals im Einzelnen untersucht.

Presentation of Dr. Wolfgang Burhenne, International Council of Environmental Law: "International Treaty Negotiations on Environmental Matters - Experience from the Maritime Sector" (25 January 2007)
On January 25th, 2007, at 5.30 p.m., Wolfgang Burhenne gave a presentation entitled "International Treaty Negotiations on Environmental Matters - Experience from the Maritime Sector". Mr. Burhenne is Executive Governor of the International Council of Environmental Law that was founded in 1969 in New Delhi. It is a public interest organisation with the aims of promoting the exchange of information on the legal, administrative and policy aspects of environmental conservation and sustainable development, to support new initiatives in this field, and to encourage advice and assistance through its network.

Seminary "Law of the Sea and Maritime Policy of the EC"
Im Sommersemester 2006 haben Prof. Dr. Lagoni und Prof. Dr. Ehlers ein Seminar " Law of the Sea and Maritime Policy of the EC" mit einer Exkursion nach Brüssel angeboten. In Brüssel wurden zahlreiche an der Europäischen Meerespolitik beteiligte Institutionen und Interessenvertretungen besucht (Europäisches Parlament, Hanse Office, Generaldirektion Verkehr und Energie, Ständige Vertretung, Generaldirektion Fischerei und Maritime Angelegenheiten, European Sea Ports Organisation [ESPO], European Community Shipowners' Association [ECSA]) und sollte allen Beteiligten die Möglichkeit eröffnen, während des Seminars erworbene Kenntnisse und gemeinsam entwickelte Problemlösungen in einen praktischen Kontext zu bringen. Ziel der Reise war außerdem, den Studierenden die Möglichkeit zu geben, ihre Ansichten aktiv mitzuteilen und mit Entscheidungsträgern zu diskutieren. Ein derartiges Input zur aktuellen Diskussion im maritimen Bereich wird ausdrücklich begrüßt. Es ist vorgesehen, die Referate des Seminars zu veröffentlichen.

Presentation of Paul Nemitz, European Commission: "Towards an all embracing Maritime Policy for the European Union" (11 July 2005
On July 11th, 2005, at 18 hrs, Paul Nemitz will give a presentation entitled “Towards an all embracing Maritime Policy for the European Union". He will inform Members of the IMPRS for Maritime Affairs about current issues regarding the forthcoming Green Paper on "Maritime Policy". Mr. Nemitz is Deputy Head of the Task Force on Maritime Affairs of the DG Fisheries and Maritime Affairs of the European Commission. The Task Force shall elaborate a Green Paper on Maritime Affairs that identifies the benefits and challenges related to implementation of an EU Maritime Policy in order to stimulate a broad open debate at all levels of governance and amongst stakeholders. The Maritime Affairs Task Force is expected to consider a wide array of concepts and issues in developing the Green Paper, including possible interfaces and synergies between existing policies and the right balance between the economic, social, security, safety and environmental dimensions of sustainable development. In this context the Task Force has entered into a consultation process with the experts of the IMPRS for Maritime Affairs at the University of Hamburg.

IMPRS-Conference "The Pollution of the Seas - Prevention and Compensation" (6 / 7 May 2005) The International Max Planck Research School (IMPRS) for Maritime Affairs at the University of Hamburg invites to the conference "The Pollution of the Seas - Prevention and Compensation". It will take place at the premises of the
International Tribunal for the Law of the Sea Am Internationalen Seegerichtshof 1 22609 Hamburg Germany.
At present, the use of the sea is very intensive and in all likelihood will even increase in the near future through accelerated growth of the world's population and the liberalization of international trade. The increased use of the seas is also fostered by regional developments such as the eastward enlargement of the European Union, which emphasizes the role of the European seas. One consequence of this intensified use is a higher degree of pollution, e.g. through shipping accidents, oil spills from bunker tanks, and dumping practices. Against this background the speakers of the conference analyse possibilities to strengthen prevention of marine pollution and examine whether the existing compensation schemes for marine environmental damages are sufficient.

Seminary Functions of International Maritime Institutions Im Wintersemester 2004/2005 bieten Prof. Dr. Lagoni und Prof. Dr. Ehlers ein Seminar mit Exkursion "Funktionen internationaler maritimer Institutionen/Functions of International Maritime Institutions" an. Einzelne maritime Organisationen sollen nach ihren Hauptaufgaben in den Bereichen Seeschifffahrt, Meeresumweltschutz, Fischerei und Meeresforschung zusammengefasst und analysiert werden. Das Seminar wird als zweitägiges Blockseminar Ende Januar 2005 in Hamburg stattfinden. Anschließend ist eine einwöchige Exkursion im April 2005 nach Monaco geplant, wo das Seminar an der 3. Außerordentlichen Internationalen Hydrographischen Konferenz teilnehmen wird. Die Seminarteilnehmer werden als Gäste die Möglichkeit haben, die Arbeit einer internationalen maritimen Organisation eine Woche lang aus der Nähe zu studieren. New book release: Benjamin Parameswaran - The Liberalization of Maritime Transport Services - With Special Reference to the WTO/GATS Framework Benjamin Parameswaran - The Liberalization of Maritime Transport Services - With Special Reference to the WTO/GATS Framework The first book in the newly founded series "Hamburg Studies on Maritime Affairs" has been released. Written by the IMPRS Scholar Benjamin Parameswaran, it touches on the currently debated question on how to liberalize the market for maritime transport services. Despite multiple efforts on the bilateral, regional and multilateral level to create uniform or at least harmonized rules for commercial operations and practices in the maritime transport sector and to liberalize maritime transport services by tearing down the barriers that exist in that sector, there is until today no global regime regulating (or rather deregulating) the supply of maritime transport services and ensuring open markets. In this situation, private economic actors are confronted with substantial legal uncertainty. Parameswaran's study provides a detailed analysis of the history of maritime transport services in the Uruguay and post-Uruguay Round negotiations and the role of the sector in the ongoing Doha Round talks, where Member States have the opportunity to work towards a global regime ensuring the progressive liberalization of the sector. The reader will be confronted with an extensive overview of the role of maritime transport services in the WTO/GATS framework, a topic basically uncovered in the literature so far.
