Dr. Martin Illmer appointed to expert panel on the interface of the Brussels I Regulation and arbitration

Dr. Martin Illmer, senior research fellow at the Institute, was appointed by the European Commission to an expert panel on the interface of the Brussels I Regulation and arbitration. Comprising a body of international experts drawn from legal practice and academia, the panel will advise the Commission on the forthcoming reform of the Brussels I Regulation and make corresponding proposals.
As regards the comprehensive reform of the Brussels I Regulation (EC-Regulation 44/2001), which serves as the central basis of international jurisdiction, recognition and enforcement of foreign judgments in the European Union, the question of the relationship between the Regulation and international arbitration is particularly problematic and controversial. The expert panel, commissioned for an initial period of two years, will focus on the effectiveness of arbitration agreements, the coordination of proceedings before national courts and arbitral tribunals, the prevention of parallel proceedings and the effective enforcement of arbitral awards inside the European Union. The contribution of Martin Illmer will centre especially upon the issues of coordinating proceedings and avoiding parallel actions.
Martin Illmer has been at the Institute since 2007 and, among other fields, is conducting research in the area of arbitration and its interface with international civil procedure and private international law. Beginning 1 October 2010 he will be leading a research group on European work and service contract law. He currently lectures on the topic of arbitration at the University of Potsdam.
